Job Description

Title: Business Analyst III - Pharmacy AnalystLocation: Madison, WIDuration: 12+ Months

Overview:The Business Analyst III will work as a member of the Bureau of Benefits Management pharmacy section at the Department of Health Services (DHS) office and will serve as the lead worker on projects assigned by the Bureau Director or Section Chief. 

Acts as liaison and technical advisor to the fiscal agent, other State divisions, programmers, and stakeholders of assigned business areas. Analyze, evaluate, direct and monitor the implementation of policies, reimbursement methodologies, budget initiatives, and changes to the fiscal agent contract and changes in state and federal law related to services covered under the Medicaid and other health care programs for assigned policy areas and business areas. 

Develop system requirements, and oversee/approve the design, specifications, implementation and procedures for enhancements to the MMIS.

Job Qualifications:
  • Bachelor’s degree in a technical or business discipline or equivalent experience and a minimum of 6 years of related business analyst or subject matter experience, or a Master’s degree and a minimum of 4 years of experience.
  • Experience in the pharmacy business preferred, but not required.
  • Ability to manage multiple projects at one time.
  • Strong communication and interpersonal skills.
  • Ability to work independently and as part of a larger team.


Job Specific Skills/Special Functions:
  • Knowledge of program planning, evaluation techniques, and policy analysis.
  • Knowledge of the use and interpretation of state and federal laws and regulations, and their impact on Medicaid program systems and reports.
  • Knowledge of computerized data processing systems analysis, report generation techniques, hardware and software capabilities.
  • Ability to design, organize, carry out complex plans, resolve issues or conflicts, and lead the work of professional staff.
  • Knowledge of research methods, management reporting techniques, and statistics.
  • Working knowledge of oral and written communication skills, including technical writing skills.
  • Working knowledge of interpersonal relations and techniques.
  • Ability to function in a lead capacity through written and oral communication with persons from a variety of professional backgrounds.
  • Extensive knowledge of Medicaid and other health care programs, including reporting and data requirements.
  • Extensive knowledge of Medicaid Management Information Systems (MMIS) system requirements.
  • Extensive knowledge of federal Health Insurance Portability and Accountability Act (HIPAA) regulations and transaction/code set standards.
  • Extensive knowledge of Electronic Data Interchange (EDI) standards and transmission protocols.
  • Knowledge of project management principles, methods and practices.
  • Ability to organize, facilitate and participate in public presentations.
  • Prior experience in the pharmacy business preferred, but not required.
