Description:The Systems Engineering and Integration for the National Systems for Geospatial-Intelligence program delivers full life-cycle systems integration and engineering services to the missions of its customer. This program is chartered to provide technical leadership for many of the National Geospatial-Intelligence Agency’s (NGA’s) highest priorities and projects.

The National Systems for Geospatial-Intelligence (NSG) Requirements & Epic Analysis Skill Center (REASC) leads efforts to capture users’ needs by performing requirements elicitation directly with users, decomposition of requirements, performing deep dive analysis of requirements to identify gaps and areas of redundancy and provide thought leadership to requirements processes and the baseline. As part of these efforts, a successful Database Analyst must be able to manage the data process lifecycle for the customer’s IBM® Rational® DOORS® Next Generation (RDNG). RDNG provides a scalable solution to optimize communication, collaboration and verification of requirements. It enables the user to capture, trace, analyze and manage changes to requirements while maintaining compliance to regulations and standards.

The candidate is expected to perform the following:
  • Develop the end-to-end vision and the logical design that translates into physical databases, and how the data will flow through the successive stages involved.
  • Be knowledgeable and have experience with a wide range of data administration skills.
  • Understands data from the perspective of data processing and in the context of different life-cycle phases. Activities may include data quality engineering, metadata consolidation and integration, metamodel development and maintenance, repository management, data warehouse design and data mining, data security administration, and formulation of enterprise-specific data metrics.
  • Provides technical consulting in the definition, design, and creation of the database environment.
  • Advises applications development staff and users on data-based solutions to business problems, data architectures, data base management system facilities and capabilities, and the operation and tuning of databases.
  • Monitors databases to ensure accurate and appropriate use of data and is responsible for quality control of the database activities.
  • Plans the technical transitions between development, testing, and production phases.
  • Performs data warehouse design and construction.
  • Codes and documents scripts and stored procedures.
  • Assists with metadata repository management.
  • Prepares and implements data verification and testing methods for the data warehouse.
  • Conducts performance tuning of indexes and databases in general.
  • Reviews database design and integration of systems, provides backup recovery and makes recommendations regarding enhancements and/or improvements.
  • Maintains security and integrity controls.
  • Formulates policies, procedures, and standards relating to database management, and monitors transaction activity and utilization.
  • Develops and enforces database administration and user standards and procedures; audits, modifies, and amends data in systems using SQL commands.
  • Oversees the scheduling of database projects, database and transaction log backups, notifications, and database replication between multiple SQL Servers.
  • Creates and reviews technical designs, reports, documentation, and other materials; creates and maintains high-level reporting systems.

The Requirements Engineering Database Management team performs strategic data planning, including development and implementation of DA policies, standards, and procedures to manage enterprise requirements and associated data in the Rational® Dynamic Object Oriented Requirements System (DOORS®). 

Duties of this Requirements Engineering Database Analyst include:
  • Able to migrate data from DOORS® Classic to RDNG.
  • Able to support integration of the customer’s Rational® Publishing Engine (RPE) with RDNG.
  • Able to migrate dissimilar data from customer databases to RDNG.
  • Provide daily operational and maintenance support for a suite of IBM® Rational® Jazz™ tools for a large federal customer.
  • Maintain Jazz™ projects areas, coordinate the installation and configuration of Rational® tools, as well as patches, upgrades and monitor performance of the Rational® software.
  • Able to integrate a variety of plug-ins to RDNG (for example CAMEO®, Service Now®, and JIRA Portfolio®)
  • Perform user administrator for the Rational® tools, and provide Tier 2/3 help desk support.
  • Support the transition of project teams to make the most effective use of the Rational® tools, including user training.
  • Facilitate sometimes large meetings with the goal of reaching common understanding and consensus from an array of viewpoints.
  • Communicate and document both strategic and implementation level criteria/requirements to an array of audiences that may have different levels of understanding
  • Be to teach RDNG users to attain a level of proficiency that they can successfully manipulate data and create reports at the user-level privilege.

Required Qualifications:
  • Experience with administration of Rational® software and the Jazz™ technology platform, preferably DOORS® Next Gen, and Jazz™ Reporting Services
  • Experience using JavaScript, Microsoft® PowerShell, and Visual Studio
  • Experienced deploying and supporting IBM® Jazz™ in an enterprise topology
  • Experience working with SQL Server database
  • Bachelor’s Degree in Computer Science, Engineering, or similar discipline
  • TS/SCI Clearance (with a current SSBI favorably adjudicated within the last 5 years)
  • Customer service mindset
  • Ability to work independently and within a team environment
  • Very strong interpersonal, problem solving, organizational and multi-tasking skills
  • Excellent written, verbal, and presentation skills

Desired Qualifications:
  • Experience working on Agile teams
  • IBM® Rational® Jazz™ related certifications
  • Federal Government consulting experience, particularly working with NSG/NGA or GEOINT Mission Partner systems/segments
  • Knowledgeable about IC Cloud Computing Initiatives and tenets of Cloud Computing
  • Familiarity with the use of Secure Socket Later/Transport Layer Security (SSL/TLS) to protect sensitive data
  • Scaled Agile Framework SAFe Agilist (SA) certification
